    Munich — While a bloody war rages in eastern Ukraine, the next dangerous conflict is breaking out in the Security Conference, a diplomatic battle of nerves centered on the question whether the West ought to supply armaments to the regime in Kiev. The opponents are actually allies: the USA against Europe, and Germany in particular.

    Behind the soundproof doors of the conference room in the Bayerischer Hof hotel, the Americans speak about Germans in rather derogatory terms.

    Friday evening a bit after 7 p.m. on the sixth floor of the luxury hotel, according to BILD’s sources, American four-star generals, diplomats, and high-ranking US politicians held a frank discussion in a “briefing room,” and held forth about the Germans.

    “Defeatist,” is what a US Senator called German Defense Minister Ursula von der Leyen, because she no longer believes in a Kiev victory. The phrase “German defeatist,” according to our information, was often heard in the room.

    Obama’s top diplomat for Europe, Victoria Nuland, called the Chancellor’s trip to Putin, “Merkel’s Moscow thing.” Another US Foreign office type spoke of the Europeans’ "Moscow bull****.”

    And US Senator John McCain talked himself into a rage: “History shows us that dictators always take more, whenever you let them. They can’t be brought back from their brutal behavior when you fly to Moscow to them, just like someone once flew to this city.”

    Merkel’s diplomatic initiative in the Ukraine crisis stands at the center of American anger. Reason: the Americans don’t believe that Putin can’t be made to back off without a massive push, and the Europeans have no wish to build up a greater push.

    “They’re afraid of damage to their economy, counter-sanctions from Russia,” said Nuland. Another US politician: “It’s painful to see that our NATO partners are getting cold feet.”

    Obama’s close confidante Victoria Nuland is the one who set the tone for her American colleagues at the prelude to the evening: “We can fight against the Europeans, we can fight with rhetoric against them.”

    This break is significant. The Europeans find the mindless, feral nature of USA foreign policy extremely distasteful and counter-productive. The cabal is cracking and rotting. Like a rotting tree, an axe would be helpful. It will fall of its own decay when strong winds blow naturally or be assisted. The latter would be less painful. Those strong winds would blow on the just and unjust alike.

    Vita: You’ve recently been in the east of Ukraine. What did you see?

    VS: A humanitarian disaster. Many cities and villages are partially depopulated. Mainly the refugees head for Russia, and this goes a long way about saying who the liberators are. The ones to remain are those who can’t get out. These are the elderly, the disabled, or persons in extreme poverty. It’s winter, with temperatures of 20 below. They don’t have water; they don’t have electricity. I’ve seen them transport drinking water in old oil drums in the back of pickups in the bombarded and half-destroyed neighborhoods. One moving scene: the driver of the pickup was an old World War Two vet, still in his Red Army uniform.

    It’s impossible, going there, not to see the fact that there is a clear strategy on the part of Kiev: ethnic cleansing. When you strike the nerve center of the life of a community with such arrogance, that can only be the motive: Raze to the ground the schools, hospitals, factories, electric power plants…

    Vita: What’s the response of the pro-russians?

    VS: The reply of the armed Cossacks is participatory, and heroic. In addition to defending the territory militarily, they have also taken on the burden to the extent possible, of sustaining the population. They distribute food and water, and organize co-ops and aid groups to rebuild the social fabric.

    The population in recent years has had the experience of a liberalism without rules, a society run only in the private interest of the tycoons. In Ukraine the system denies fundamental rights like access to health care: right in Kiev, the hospital, for example, even before the conflict, was still living in the Chernobyl emergency era, without available cures or treatments. The only access was the black market.

    A situation like that, with a state system so unfair, then coupled with the Maidan coup, and the memory of the massacre at Odessa, has cut a deep chasm between the the russo-ukrainian population and the Kiev regime. I say the regime, because within the same society of Ukraine there are strong currents of dissent, stifled by the militarization in place in Kiev.

    Vita: His reading of the facts is a bit pro-soviet, Or at least, that is the accusation of his critics. But we should remind these gentlemen that the Soviet Union ended in 1991.

    VS: I’m not Russian, so the nostalgia would be about something else. But certainly there is a vein of nostalgia in the population of Donbass. The people there say that while there was a Soviet Union, the welfare was free and better than today. Sanitation and school worked for everybody. In the midst of it all, strange to relate, were mingled Byzantine icons, Madonnas, portraits of Lenin, Russian flags and Red flags. I have to say that this nostalgia is for a system that, with all its horrors, guaranteed basic rights: health, education, and work.

    Vita: How did Anti-fascism get into the pro-russian revolt in Ucraine?

    VS: It’s outright: the salute the Cossacks give among themselves is a clenched fist accompanied by the phrase “ˇNo pasarán!” This because on the opposing side there are army divisions that have adopted the symbols of the German SS. The battalions of the Ukrainian National Guard are openly nazist. At Kiev they have erected a monuments to nazi criminals like Stepan Bandera.

    Vita: In the western media they refer to the rebels of the Donbass as regular army supported by Russia. True?

    VS: I haven’t walked through every corner of the Donbass. What I saw was an army equipped with light to medium weapons. I didn’t see an army set up like the Russian army. There certainly are Russians among them, but they are volunteers. Guerillas. A guerrilla army. They are composed, from a tactical standpoint, on Guevarism. So said the general I was able to talk to — the idea is that of a guerrilla war of liberation and of reconstruction of an ethical society.

    The thing I don’t understand is that here we are in 2015: Why don’t we have satellite photos or news of prisoners from the Russian Army that are supposed to have invaded Donbass? It seems that these soldiers of Putin have the gift of invisibility.

    Europe is getting pushed onto pro-American positions, but I hope diplomacy can get to a positive opening. The alternative would be an immense tragedy. On the positive side there is this: Europe, though Mogherini has categorically squelched the idea of arming Kiev. And Tsipras is dealing with Putin and has said no to new sanctions. So the Americanist front is cracking. I hope they take it hard.

    “These are the relevant factors which produce the strong sense that these Normandy 4 meetings involve some very serious things and some complex levels that are beyond the scope of what is reported. Russia conducts itself in these meetings from a position of strength.”

    Critical events since the February 12th ceasefire tell us what the real underlying factors beyond the scope of what was reported indeed were. With the Ukrainian Army having been encircled in the Debaltsevo region and without provisions, mass surrenders are already underway. There are already reports of thousands of UAF dead. Close fighting in the town itself have resulted in the UAF being pushed out, with the town now under Novorossiyan control. The UAF had nowhere to go, and were out of ammo.

    Attempts to push out anywhere resulted in more needless deaths for the disheartened and broken Ukrainian force whose numbers range between five and eight thousand. Putin has publicly urged Poroshenko to allow the UAF soldiers to surrender. Unsurprisingly, Poroshenko has declared victory.

    The encirclement was complete in the week leading up to the Minsk II meeting. The political reality in which the EU gave its blessing to Novorossiya and Russia to finish of the encirclement was based in a few things, and US agreement on other points was based in other things. There are three sides at play here, even though it often appears as two. The Minsk II agreement enshrined the EU blessings. In return, the EU got something, but what exactly is the subject of some speculation.

    Debaltsevo is a critical area because it has rail through it which connects Lughansk to Donetsk republics. The September 5th Ceasefire was intended to have this in control of Novorossiya. The September 19th memorandum explicitly restates this, and the map of the de-militarized and pull-back lines clearly show that Debaltsevo was to be withdrawn from.

    Poroshenko stated that the Cauldron was actually a bridgehead. In fact, he is right, this was not a new development but an ongoing occupation of Debaltsevo which was in violation of the 9-19 memorandum.

    "A top NATO European commander’s exaggerated comments on the Ukrainian conflict are ‘dangerous propaganda,’ and put the West at risk of losing credibility, sources in the German Chancellor’s Office told Der Spiegel.

    General Philip Breedlove made harsh remarks on the situation in Ukraine on Wednesday, saying that the self-defense forces, with the assistance of Russia, have prepared “over a thousand combat vehicles” and “sophisticated air defense, battalions of artillery” in the south-east of the country.

    “What is clear is that right now it is not getting better, it is getting worse every day,” NATO's Supreme Allied Commander Europe (SACEUR) concluded.

    The comments came on the same day as the OSCE (Organization for Security and Cooperation in Europe) stressed that progress in the fulfillment of the Minsk peace deal between Ukrainian government and the militias in Donetsk and Lugansk Regions

    Spokesman for the OSCE Special Monitoring Mission in Ukraine, Michael Bociurkiw, described a decline of ceasefire violations and withdrawal of heavy weaponry by both sides in the conflict.

    German authorities were “alarmed” by the stance of the NATO commander and wondered whether “the Americans [are] trying to thwart European efforts at mediation led by Chancellor Angela Merkel?” Der Spiegel wrote.


    The sources in the Chancellor’s office told the magazine that they viewed Breedlove's comments as “dangerous propaganda.”---

    Now, the German Chancellery “simply shake their heads” each time Breedlove makes comments on Ukraine, Der Spiegel said.

    “False claims and exaggerated accounts, warned a top German official during a recent meeting on Ukraine, have put NATO – and by extension, the entire West – in danger of losing its credibility,” the paper wrote.

    Berlin ordered its Federal Intelligence Service to verify the numbers described by the top NATO commander and the check revealed “just a few armored vehicles.”

    It “remains a riddle until today,” how he jumped to such conclusions, one intelligence agent told the weekly. ---

    The German FM’s statement on the same day as the EU’s Foreign Policy Chief, Federica Mogherini, stressed that the European has a realistic view of Russian events, but it “will never be trapped or forced or pushed or pulled into a confrontative [sic] attitude” towards Moscow.

    Now titled H. Res. 162, the bill demands that President Obama send lethal military equipment to the US-backed government in Kiev and makes it clear that the weapons are to be used to take military action to return Crimea and parts of eastern Ukraine to Kiev's rule.

    Congress wants a war in Ukraine and will not settle for a ceasefire!

    The real world effect of this Resolution must be made clear: The US Congress is giving Kiev the green light to begin a war with Russia, with the implicit guarantee of US backing. This is moral hazard on steroids and could well spark World War III.

    The Resolution conveniently ignores that the current crisis in Ukraine was ignited by the US-backed coup which overthrew the elected government of Viktor Yanukovych. The secession of Crimea and eastern Ukraine were a reaction to the illegal coup engineered by US officials such as Victoria Nuland and Geoff Pyatt. Congress instead acts as if one morning the Russians woke up and decided to invade Crimea and eastern Ukraine.

    There is no mention at all of US backing for the coup -- or even that a coup took place!
