If you are new to doing your own research, the MKULTRA program is something you'll have to wrap your brain around, whether you want to or not, because it embodies the face of evil, and it's verifiable by doing a search of official U.S. Senate hearings that took place in 1975 by the Church Committee.

In my opinion, Wikipedia is not to be trusted when the subject is controversial.

But it is sometimes a goldmine of information. I think their article "Church Committee" is helpful.

Scott McKay mentions a book he is reading about the history of the U.S. republic that was established by the founding fathers—how that republic was stolen from us. He called it the second book of Restoring the Republic. There is more than one book with that title, however, so I'm not sure what book he's talking about.

He states that he will be focusing on restoring the republic, having Sandy on to talk about it in the future, and gave her the floor to start at the beginning of what happened.

She says that the Organic Act of 1871 ended up highjacking our republic. Washington, D.C. was incorporated. (She also says that whether or not Congress actually passed this legislation is not certain.) She calls this legislation treason.

The republic was never given to me, so it is impossible to 'restore' it. Restoring the republic is nonsense and this guy obviously is propagating a false narrative. I suspect that it was not ever given to you either unless you are a 1%'er. Here is a good object lesson:
