We're steeped in an information war. But a fact is a fact and Biden, without a doubt, is not following US criteria for the use or sale of cluster bombs. And if they had signed the international treaty forbidding use of cluster bombs under any circumstances, he would be breaking the law.

This is what the US did in Iraq (and Syria?). In order to save Iraqis from the evils of their government, they killed a bunch of them with c-bombs, and depleted uranium too. The script is much the same. Iraq was a proxy war and this is looking more and more like one.

truth is, and here is where the Great Satan move comes in...they aren't selling them, but 'they' do expect payback. But it won't result in annexation of Ukraine as a 'protectorate'.
