I think the concept of one-way information dissemination is a little misguided.
Here's a recent example that I encountered:
Anthropologists have always operated under the assumption tool making was the hallmark of intelligence, but more forward/creative thinking anthros, see the example of tool and weapon making as an indicator of the evolution of higher intelligence as a misdirection...What they conjecture is that those changes were merely adaptations to an evolving world climate. In effect, it wasn't a change in intelligence that signaled the advances but changing circumstances. The cultural intelligence already existed.
An earlier example would be the once conceded belief that 'cultural advancement' proceeded from the Eurasian continent to the Americas, but further research revealed that the cultural exchanges were flowing in both directions.
The same is postulated for earlier (very much earlier) cultures. West-to-East and East-to-West. The direction of flow is directly dependent on climactic conditions.
To fit this guy's scenario, the dynamics would have been that the flow to the Irish would have occurred during a warming period which would have been a more benign environment to prosper, but the thing to realize is that all the skills pre-existed but were trapped in lower latitudes and more eastern due to harsh climactic conditions.
As to how that relates to the conspiracy theory...no clue.

In the declassified document posted by Malc, the author talks about the cause of cataclysm.
The inner magnetic and electric structure of the earth help the molten layers act like solids. Periodically something happens to disrupt this. Once they act like liquids, the ice caps will cause the crust to rotate. This causes massive cataclysm including eruptions, flooding, wind and sudden cold.
When things settle, a new stone age has begun.
The trigger is neutral matter coming from the inner core to the outer core, causing an atomic explosion inside the earth which disrupts the electrical and magnetic structures.
(I don't know the science of this enough to analyze)
