Microsoft has been a hated company for a long time already — and for good reason — even within the USA. At one point, it was decided in court that the company should be split up, but then they appealed that decision in another court where the judge was on their payroll, and so it got overruled.
These days, Microsoft isn't even the only malicious tech giant anymore, as the recent news and the pertinent threads about that here at The One Truth have shown. Google is about just as evil now, if not worse. Likewise for Facebook and (to a lesser extent) Apple.

Well, the choices are there. There is an entire ecosystem of Free/Libre & Open Source Software out there, and it is usable for just about everything. In fact, it powers more than 70% of the internet as we know it. What is not there, however, is the political will to use it.
Microsoft has been bribing itself into every government for decades already, and its software is notorious for breaking internationally agreed-upon standards and imposing what we geeks call "vendor lock-in". Once you start relying on Microsoft software, you'll have nowhere else to go, because their stuff is proprietary. And for businesses and governments, this is crucial.
The Belgian Justice Department had been running off of GNU/Linux workstations and an IBM mainframe with AIX — which is another UNIX system — for many years without any problems, but then there were elections and a subsequent change in government, and then it was suddenly decided to switch everything over to Microsoft Windows. Their official explanation was that "they had consulted experts and were given the advice to switch over". I'll give you three guesses as to who those "experts" were.
