I don't think he used the word tithe. It's a non religious thing, you just give 10 per cent to someone else who needs it.

Tithing 10 percent of income even when you're broke sounds like a cool idea. If a million people did that, even with 2 bucks, you'd get 2 million dollars per week in a local community.
