Well, the way I see it, there are two reasons as to why people blow their horns in a situation like that.
- The first and probably most often applicable reason is out of anger, like slapping someone upside the head, and then the angry driver may even continue blowing their horn afterwards, or may decide to retaliate through some variant of road rage.
- The second and far less applicable reason is so as to warn the distracted traffic participant — it isn't always a driver, so I'm using a more generic term — that they are about to commit a blunder, and possibly also to alert other traffic participants of the impending danger.
It is this second reason as to why the horn must be immediately operable by hand nowadays, as opposed to for instance in the 1920s, when it was a bellows-like outboard-mounted device on the vehicle.
That all said, I do have to say that it's not all stupidity. Sometimes you really don't see the other car, and then they will angrily blow there horn over your "stupidity" while you're asking yourself "Where the hell did that one come from?" Because you did look, and it wasn't there when you did. I've been in that situation several times before as well.
And then there are the blind spots. Every year here in Belgium alone, several people — adults and children alike — die because they are being run over by a bus or a truck due to the driver simply not seeing them.
But of course, the roads are full of idiots, and that's a given. And assholes too. Just as you get narcissists and sociopaths in all areas of life, there are plenty of those behind the wheel as well. I myself have already amply had to deal with road rage, and the last time wasn't even all that long ago. Some jerk stuck to my rear bumper, then overtook me, then pulled up right in front of me, slammed on his brakes and stuck up his middle finger in his rear view mirror, all because I was keeping to the speed limit and because I couldn't pull out of his way due to there being another vehicle beside me on the one hand and the jerk sticking too closely to my rear bumper on the other hand.
What I don't understand, is that these people see someone driving erratically, and rather than give a safer distance between themselves and those driving this way? They grab their cameras and keep going at the same speed...
Not a high marker of intelligence in my opinion...
1/2 of em couldn't drive a greasy stick up a dead dingos arse with a sledgehammer and the other 1/2 are idiots
Now and again when someone pulls in front of me too close or cuts me off my husband will ask why I didn't honk. The answer is that there wasn't time to honk because my hands were on the wheel and I was concentrating on avoiding contact. After the fact, honking is pretty much just an expression of emotion.
I beep at people who are not moving when a light changes. I will honk to warn someone who is getting too close. And there is the occasional time when a loud honk is necessary because someone is not paying attention. Usually that's a cell phone issue. Those folks are dangerous. They need to drive and put the phone down.
I wrote about honking, then went out driving and had to honk on two separate occasions to warn someone who was just pulling right over into my space without looking or using a turn signal. They weren't on the phone, just being irresponsible.
The other day a person was stopped at a light with their car in reverse. I stayed a few car lengths behind and when the light changed beeped at them. It took them a bit to realize that they were going to move backwards when they hit the gas.
I'm not sure what's going on that's so important it stops people from attending to the basics of driving.

I love the hammerheads. They are so amazing.
I'm quite happy to be able look at sharks just from behind a screen.
