Guess that's a russian/japanese only joke? Russia and/or Japan pretty much all kids are "free range" and in Japan you start going shopping alone when you are like 6 or so, and you are expected to go to school, take the train on your own, then get back from school since like first grade, without parent supervision :)

When i first went into the US, i was shocked about how my sis could not step outside to ride her bike or go shop on her own, and that cops would be called if she was found alone without "adult" supervision. It was a cultural shock, to realize that "she can go missing and raped and murdered at any time, so don't let her go out of sight". But now i get it better, back then it was very troublesome, and i did not had any space for me, i was always afraid she would get taken away for any mistake i could make LOL, so i kept hovering over her non stop :P
When in Japan, you just have to signal cars to stop if you want to cross the street, and any adult around sees you in trouble they will immediately interviene, in the US wasn't like that, if you were in trouble, cops would be called and no one would want to get in trouble so they would just do their part with the call and do not much more until someone was there to figure things out :S
And i don't blame them, seeing as you can get sued for the most ridiculous reasons and you don't know if that kid is really in trouble or causing it on purpose, it's a strange world lol
