I'm afraid the maker of that video didn't intend it to be humor, NotAPretender. There's a tenacious conspiracy theory going round that somebody named Greg Hallet is the rightful king of Great Britain and that Elizabeth II would be an impostor. YouTube is rife with videos about that.
